Virginia
Virginia’s state library agency is the Library of Virginia in Richmond, which lends and borrows through interlibrary loan and also hosts statewide virtual book groups. Public book-club options are abundant through local systems such as Arlington, Fairfax County, and Hampton, but I did not find a statewide Library of Virginia book-club-kit program on current official pages.
